When you started your business, you probably did not dream about handbooks, pay stubs, or safety plans. You started it because you are great at what you do. But the moment you hire your first employee, you also become an HR department, whether you planned to or not.
The hurdles we see every day
We work with small business owners across Southern California, from restaurants and medical offices to non-profits and creative studios. Their businesses look very different, but the HR challenges they describe sound almost the same.
There is no one whose job it is. In a small business, HR usually falls to the owner, an office manager, or the bookkeeper. It gets done between everything else, which means it often gets done late, or not at all.
The paperwork never stops. Offer letters, new hire notices, I-9s, handbooks, policy acknowledgments, final paychecks. Every hire and every departure comes with its own set of forms and deadlines.
People issues do not wait. An employee complaint, a performance problem, or a request for leave can come up on the busiest day of the week. Without a clear process, owners are left guessing what to do and hoping they get it right.
Full-time HR is not in the budget. Most small businesses need real HR expertise, but not enough of it to hire a full-time HR manager. So, they go without, until something goes wrong.
Policies come after the problem. Many small businesses have no handbook, no written policies, and no signed acknowledgments at all, until something happens. A complaint, a termination that goes wrong, a workplace injury, or a letter from a state agency is often the first time an owner realizes what is missing. At that point, they are putting out a fire instead of preventing one.
None of this means an owner is doing a bad job. It means they are doing several jobs at once.
Why California makes it harder
California has some of the most employee-protective laws in the country, and they change every year. A few examples of what a small business here needs to get right:
- Daily overtime, not just weekly overtime, plus meal and rest break rules with penalties for every missed break
- Paid sick leave, plus several protected leaves that apply even to very small employers
- Strict rules on when final paychecks are due, with penalties that add up by the day
- The ABC test, which makes most workers employees even when everyone would rather call them contractors
- Written safety programs required by Cal/OSHA, including an Injury and Illness Prevention Program and, for most employers, a Workplace Violence Prevention Plan
- Required notices, posters, and training, some of which change each January
One small mistake, repeated across a few employees and a few pay periods, can turn into a costly claim. The good news is that most of these issues are very preventable with the right structure in place.
How we help
That is exactly why we created Scout People Advisors. We wanted to give small businesses the kind of HR support larger companies take for granted, at a level that fits their size and budget.
We offer an array of services, from à la carte projects to fully outsourced, all-inclusive HR.
À la carte projects. If you need one thing done right, we can do just that. Common projects include:
- Writing or updating a California employee handbook
- Building your Cal/OSHA safety programs, including your IIPP and Workplace Violence Prevention Plan
- An HR compliance audit, so you know exactly where you stand
- Reviewing whether your workers are correctly classified as employees or contractors
- Onboarding packets, job descriptions, and offer letter templates
- Harassment prevention and safety training for your team, in the languages they speak
Ongoing HR support. For businesses that want a partner on call, our service tiers give you a dedicated HR advisor for everyday questions, new hires, terminations, leave, and policy updates as the law changes.
All-inclusive HR outsourcing. For owners who want HR fully off their plate, we act as your HR department. That includes onboarding, employee relations, training, compliance, and coordination with payroll, all through a private online HR portal where you and your team can find documents, sign forms, and keep records in one place.
And because we are part of Scout, your HR connects with your bookkeeping, payroll, and insurance. Your advisors talk to each other, so you do not have to be the go-between.
Where to start
You do not have to fix everything at once. Most of our clients start with one of three questions:
- Do we have the documents and policies California requires?
- Are our employees and contractors classified correctly?
- If an inspector or an unhappy employee showed up tomorrow, would we be ready?
If you are not sure of the answers, that is a great place to begin. We will review where your HR stands today, explain what matters most, and recommend a plan that fits your business, whether that is a single project or a full HR partnership.
At Scout People Advisors, we believe in people first. Taking care of your team starts with taking care of the basics, and we are here to help you do both.
